Last week, the clean technology industry got a major boost following the introduction of a bipartisan energy-efficiency bill, the Smart Energy Act of 2012 (H.R. 2012).�
The bipartisan bill was introduced by House Energy and Commerce Committee members Reps. Charles Bass (R-N.H.) and Jim Matheson (D-Utah). The bill is targeted at leveraging the federal government�s 445,000 buildings to act as a �first adopter� of innovative, new energy efficiency technologies.�
The Smart Energy Act of 2012 seeks to lower barriers to the adoption of off-the-shelf energy-efficiency technologies by increasing private sector investments in building efficiency upgrades. The bill will achieve this through the expansion of the Department of Energy�s (DOE) Loan Guarantee Program; expansion of the use of Energy Savings Performance Contracts (ESPC) by federal agencies; adoption of energy-saving techniques for computers by the federal government and implementation of better building standards and smart metering technology; and helping manufacturers to slash their energy use by establishing collaborative research partnerships.�
The bill is significant for a company like Blue Earth Inc. (OTC: BBLU) as it takes out the risk of customers not willing to adopt the first round of products. Energy-efficiency technologies are complex, expensive and capital intensive and initially it may be hard for companies such as BBLU to find customers, who are willing to adopt these technologies. �But, the Smart Energy Act of 2012 could make a significant difference. The bill seeks to use new financing streams and the federal government�s �footprint� to create initial markets in partnership with the industry.�
Blue Earth, which is specifically focusing its efforts in the energy-efficiency services sector of the clean technology industry, is targeting small commercial businesses and residences to improve the efficiency of bu! ilding s ystems. The Smart Energy Act of 2012 can help BBLU to bring innovative technologies to the market.�
